What are NC Recovery Courts?

North Carolina Recovery Courts, often called treatment courts or drug treatment courts, are specialized court programs that give certain non-violent defendants with a substance use disorder a path to intensive, court-supervised treatment rather than a traditional sentence. The premise is that, for people whose offenses are driven by addiction, sustained treatment protects public safety more effectively than incarceration alone.

What is TASC in North Carolina?

TASC stands for Treatment Accountability for Safer Communities. In North Carolina, TASC functions as a statewide care-management bridge between the justice system and the treatment system. TASC care managers screen and assess justice-involved individuals, connect them to appropriate substance use and mental health treatment, and monitor their progress, reporting back to courts, probation, and other referral sources.

TASC is often the connective tissue that links a Recovery Court or probation requirement to an actual clinical program, helping ensure the person reaches the right level of care and that compliance is tracked.

How the model works

Recovery Court and TASC together create accountability and access. Participants are held to treatment and supervision requirements, and they progress as they stabilize, with the combination of judicial oversight and real clinical care driving outcomes.

How outpatient treatment fits Recovery Court and TASC

A Recovery Court participant or TASC client still needs a real clinical program to satisfy the treatment requirement and to actually recover. Many participants are placed in outpatient levels of care, Partial Hospitalization, Intensive Outpatient, or standard outpatient, because those settings deliver intensive treatment while the person remains in the community, keeps working, and meets supervision obligations.
